LED, this really is a pointless question. You don't mention what this "protective realy" is meant to do exactly, or why you would think a PIC would be an essential part of it.

In electrical engineering, a protective relay is a relay device designed to trip a circuit breaker when a fault is detected.

This really is a general electrical engineering question, nothing to do with PICs at all.
