I noticed that the Daylight Saving Time setting is manual, meaning I have to change it twice a year. This can't be automatic?

Based on what?
It can be as automatic as you like - you just have to find some way to determine the date, your timezone and the dates when DST starts and stops. Program that up and you have automatic DST.

I think he means here on this board.
It knows your timezone, and has a "DST off/on" setting, but it's not automatic.
There's sure to be a phpBB mod to do it, if I could be bothered installing it... ;)
