Thanks drh, I am using PBP with a U2 programmer, which may be my problem. I have ordered a PICkit 3 to use the MPLAB IDE. My U2 programmer does not show up in "Select Programmer" list. I will post my results.

Finally, I got the 16F887 to work with 3.3volts. The problem was that PBP will not set the configs in the code. The PBP reference manual says you can, and even gives examples, but trust me it does not work. I had to use my U2 programmer GUI (which I didn't even know existed) to set the configs. My U2 programmer GUI icon was not on my desktop (for some reason) and I have never had to use it until now. Another learning experience that won't be forgotten. Thanks to all who helped with this issue :)
