MPLabX IDE cannot detect Curiosity Development board serial

New user. Just bought a Curiosity LPC development board. When I connect the board to laptop USB, the board will power up and the LED will blink as expected because of the pre-installed program on PIC16F18446. When I try to program that chip, I find a programming tool with my board serial#. I try connecting to MPLAB IPE to see if the application can autodetect my board, no luck. Does that mean my board is faulty? Would like to know if I miss anything before asking for a replacement.

Does MPLABX detect the curiosity board?
Why are you using the IPE rather than MPLABX?
Latest test project, an LED matrix display made from one reel of addressable LEDs. here

Both MPLABX and IPE does not detect the curiosity board. I'm never use Microchip so Im not sure if I missed anything causing the board not detected. I looked at Youtube, IPE will auto detect the board if I key-in the chip model correctly.
